A representation petition (case codes beginning with R) is a worker or a union or an employer asking the Board to run an election — most commonly RC, "our shop wants a union." A charge (codes beginning with C) alleges an unfair labor practice under the National Labor Relations Act — CA against an employer, CB against a union. Every row is one filing; every case number opens the NLRB's own record.
